CCTV real-time surveillance over Urumqi
On July 1st, 2010, real-time images can be seen on the screen in the Urumqi Public Security Control Centre, The bus station and even the passenger faces on the bus are clearly shown. This is because the Urumqi city has recently installed CCTV surveillance cameras.
Recently the city government installed totally 8370 CCTV security cameras on 3400 buses, 200 major bus stations, 4400 main streets, minor streets and lanes, 270 schools and kindergartens, and 200 supermarkets. Such seam-less coverage over some important areas and real-time CCTV surveillance make sure that some important pubic places are safe to citizens.
How did those CCTV cameras work? Did they work well to meet the security demands? On July 1st, the reporter came to Urumqi Public Security Control Centre to find it out.
In the control center, almost 20 staff are watching closely at the small monitor screen on their desk and keep changing the pictures. There are two big screens in the center. One shows the inside picture of Bus 59, the other shows the picture of Youth Road. With the 360°rotation of the camera, all corners of the road are clearly seen.
The staff introduces that the images of those CCTV cameras are so clear that it can be compared with TVs. The images don’t have to be restored again. Just make the screenshot and it is ok. Besides, the cameras are dome cameras and can rotate 360 degrees. In some important zones, both dome cameras and fixed lens cameras are used to avoid dead space.
The CCTV security systems are also equipped with IR night vision functions. So even at dark night, clear images can be taken. Furthermore, to prevent the CCTV security systems from being damaged, all the cameras are vandal-proof and fire-proof cameras.
In 110 Emergency Call control center, Mr. Meng Qingya, who is monitoring Jianquan Street, said: “If something happens in the areas which I am responsible, I will report instantly and follow the scenes at real-time.”
The reporter also saw in the CCTV systems that if the police receive alarm report from the citizens, they can withdraw the local CCTV videos according to the locations. At some critical zones, the CCTV surveillance cameras can even identify the car type, number plate and the people sitting at the front.
In the control center of City Public Transportation Group, 3400 buses and 200 bus stations are under their surveillance. The reporter saw three pictures on the screen that night, which are front door, money collection box, middle lane and back door respectively. The images are crystal clear.
Mr. Zhao Chang, vice director of the control center said, “Meanwhile, the CCTV surveillance systems have covered all the 135 transportation lines except some buses which will be scrapped in less than half a year.”
According to City Information Office Director Mr. Wang Yannian, the realization of connection and communication of CCTV surveillance systems to the public security department can make it easier for public security sectors and their branch sectors to achieve video pre-warning and network direction management.
Moreover, the possibility of real-time monitoring can help to mobilize special force, public security, fire brigade, medical team, etc. as soon as possible to handle on the spot.
In the future, more and more CCTV surveillance equipment will be installed to gradually cover the whole city.
