CCTV Camera Installation Extends Coverage
“What are they doing?” Recently, some careful citizens in Shenyang will discover that the technicians are installing some security equipment.
They are actually installing CCTV(close-circuit TV) cameras for security reasons. A policeman in Shenyang Public Security Bureau Technology Department explained that since this year Shenyang city has fully developed social security CCTV camera system construction as planned by provincial government’s “to Build Safe City, and to Construct Harmonious Society” strategy. It is estimated that by the end of June this year 100, 000 CCTV cameras will be installed in the main street of the city.
These new installed cameras will be able to expand the surveillance areas to a great extent. They will be located in dangerous areas, crime –centered areas, shipping centers, government sectors, school gates, and surrounding areas. At that time, the number of cctv cameras all together will reach as many as 200, 000. They will act as Police Eye, watching every corner of Shenyang City and forming a Police Net to cover every street.
Accurate and Quick Crackdown on Crime
The cctv camera is the critical key to many crack of criminal cases. On April 8th, 2010, a killing crime happened in a net bar on 58, Qizhong Road, Tie Xi District. The victim is stabbed to death. The suspect Mr. Wang was arrested later but refused to admit his guilt. The case falls into the deadlock. The Tie Xi Security Bureau detectors withdrew the cctv surveillance videos in the net bar later and the videos clearly showed the quarrel and stabbing between the victim and the suspect. The suspect had to admit the guilt in front of the strong evidence.
This example proved that cctv cameras have unpredictable effect on helping the police in cracking down crimes. During the interview, a policeman told the reporter that his managed area is under around-the-clock live cctv surveillance. So as soon as they see anything particular on the monitoring screen they will set off without waiting for the emergency call from civilians.
Criminal killers are arrested in no time, so are the traffic accident escapers. On April 24th, 2010 at 6: 25pm, 122 emergency call center received a call reporting that 50 meters north of Cidu Bridge in the Faku Economic Development Zone, a woman on a motorbike was knocked down by an unknown vehicle. The police took out the cctv surveillance videos of that day and after 70 hours of comparing and checking, the suspect vehicle is finalized as 辽AY10XX heavy-duty self-unload truck. The driver was arrested and confirmed responsible for the traffic accident. Not only the police find the cctv equipment useful but also the government and social enterprises realize the advantages of such ‘high-tech’ equipment. According to some statistics, so far many financial branches, administration departments, commercial centers, etc have installed cctv surveillance equipment. And these equipment has become a useful supplement to the society’s cctv systems. It not only provides convenience for security management but also evidence and clues for the public security department. On February 25, 2009, there happened an extraordinary case where a group of people in vehicles robbed someone with cash of 100, 000 yuan. After the crime, the police drew the cctv videos and confirmed the outlook characteristics of the suspects. With these evidences, the three criminals were arrested finally.
Mr. Wang, owner of a small drug store, installed two cctv cameras in his own store recently. One day, he found his cell phone which was placed on the table was missing. After watching the videos, he found a man stole it. He reported the case to the police immediately. The police then publicized the suspect’s pictures in the neighborhood and soon the thief was caught eating barbecue nearby. He admitted the guilt afterwards.
After hearing the crackdown of the case, Mr. Wang was very happy. He exclaimed, “I never imagined the cctv cameras could be so useful. They saved me from economic loss and also gave me a better sense of security.”
According to the statistics from Shenyang Public Security Bureau, with the help of cctv cameras, only in 2009 they have cracked down 3, 980 crimes, caught 2, 123 criminals, stopped 497 fighting cases. Those cctv cameras have made quality progress in public security fields.
